They are different pieces of code and you may find some behaviour between the two to be different. But it seems that they don't like the thin driver due to how the failover configuration has to be done coi the JDBC URL rather than through tnsnames.
We presently use the thin driver to connect to an Oracle8i 8. Now we found that in 10g thin is so much improved that oracle recommends using it. We know Tom drives Hybrid: When any one of our nodes experiences high CPU consumption, It appears as if Websphere routes most of the connections to this node causing the CPU to max out. The difference between OCI and thin Oracle in URL
As you can see, I'm not an expert at this, I'm just a ofi that is super-annoyed at having to keep the Oracle client and drivers in sync all the time. The only way to achieve the best performance is to fix the code the use PreparedStatement correctly.
It's the fastest driver and the most robust one. Oracle recommends to use the JDBC thin driver which is what most customers use.
Is that still true?
